This system has been set up and running for 8 months. My blue tilapia are growing up nicely. I have another batch of fingerlings ordered.
It just seems like all of my plants get all floppy when they start out. After a while they seem to kick in and start to straighten up.

Feed is OK, water temp is OK (but a bit higher than some plants like), pH looks OK,

Overall I'd say the most likely problem is the light levels. It looks a bit dim in some of the shots and the plants look like they are stretching toward the light. That would account for them flopping over.

Those pictures were taken with the lights off. Here are some with full light and just white light.
Do you think I need to lower the lights or add more?

I'd try lowering the lights first. Put in a few new starts just to see if the plants grow compact without flopping over. That should be enough to tell you if this is a light issue. You might need to get additional lights if it is because you'll have less coverage at the lower height.
