How are you measuring Phosphorus? Or are you going by deficiencies you diagnosed in your tomatoes?

Cool temps and soil pH less than 6.5 or greater than 7.5 can inhibit phosphorus uptake in dirt tomatoes. They like a pH between 6.5 and 7.0. I'm not sure how cool is too much cool for phosphorus uptake, but it is common to not plant tomatoes until soil temps are 60ºF / 15.5ºC. I suppose it could depend upon variety as well.

Can you upload some pics of your plants? Plenty of plant doctors around here, but they'd like to see the patient. ;-)

Can we see some photos?

Most nutrient problems can be dealt with in two ways, add iron, or seaweed extract (like seasol powerfeed, this has most of the macro/micro nutrients you're missing.

But give us some photos, and we can usually tell what's missing in there.

If you have air temps around 20C indoors they should be growing ok, so long as they are getting enough light- ie bright enough, correct spectrum, and long enough hours per day. Are you sure your problem is not due to lack of light, rather than Phosphorus deficiency?

As mentioned above, photos would help a great deal with diagnosis.
