This might sound stupid but it does happen.
Did you do the test correctly? shaking bottles properly & mixing them properly?
140 seems like a lot but it's also a good thing because it means the bacteria are doing there job.

Scottys advice is the way forward.Give the system 6-12 months of feeding the fish properly & the deficiencies should be rare to see (depending on what you're growing & not over doing it).

If the NO3 gets to any higher,you might want to do a water exchange.Too much of one thing might cause a lock out on at least one other element.
