I know we have not visited this for a while but I eventually did a simple schematic of a system for cooling water . The reason flat white paint works is the colouring pigment usually is titanium dioxide a good ir emitter. Acrylic, the normal base for exterior paint is almost invisible to ir (as are a few other synthetics, and as an aside why you can see through some clothes with an ir camera).
The aperture for the solar panel should 'see' clear sky, the polystyrene is hopefully to avoid other ir emmitters, walls etc from impinging ir onto the panel.
This will only work efficiently with a clear sky and low humidity, but it probably will still work.
It should thermolock during the day

Thanks Sleepe. I'm still planning on building the cooler, but work and study is holding me back. It's 3 weeks before study finishes for the year. There are 417 jobs on the list my wife has prepared, but working on the AP will be put somewhere in the top 4.
